The Need for Economic Diversification
The U.S. Virgin Islands' economy relies on its three main pillars: tourism, oil refining, and rum production. These industries thrived, with tourism capitalizing on the allure of pristine beaches and rich cultural heritage, oil refining significantly contributing to economic growth, and rum production weaving through the territory's historical fabric.
However, challenges unfolded over time, including the closure of the Hovensa refinery in 2012, shifts in global energy trends, and the impact of the COVID-19 pandemic on tourism. Recognizing these vulnerabilities, the USVI has embraced economic diversification as a strategic imperative to foster a resilient, sustainable, and dynamic economy.
Tourism
Tourism remains a cornerstone of the U.S. Virgin Islands' economy, drawing millions of visitors annually. Renowned for its pristine beaches like Magens Bay in St. Thomas and Trunk Bay in St. John, the territory also boasts rich cultural landmarks such as Fort Christian and the Annaberg Plantation.

Oil and Energy
The USVI has transitioned from traditional oil refining, such as the Hovensa refinery, to renewable energy initiatives led by the Virgin Islands Energy Office (VIEO). Programs include solar energy adoption, grid modernization, and incentives for electric vehicle (EV) usage, creating new opportunities in green technology and sustainability.
Rum Production
The U.S. Virgin Islands remain a global leader in rum production, with iconic brands like Cruzan Rum and Captain Morgan based in St. Croix. Federal rum excise tax rebates support the territory’s infrastructure and public services, while investments in sustainable practices ensure the industry’s continued success and cultural significance.
